Community update event for Podsmead

Our community update held at the Ramblers Club on 13th March attracted lots of people who took the opportunity to talk to our consultants, architects, planners and GCH colleagues about our development plans for Podsmead.

We were able to answer questions and concerns raised, and this useful feedback will help us to implement our plans.

Many people were pleased to hear that more parking will be available for the 173 new homes to be built and that they will be provided with EV charging points. 

The BMX pump track and updated children’s play area were a big hit with some younger visitors who attended and the new shops and pharmacy were welcomed.

In November, all residents of Matson received a newsletter providing an update on our ongoing investment plans.  Including plans to invest over £4 million in improving the energy efficiency of existing homes in Matson, as part of an overall £12 million investment across Gloucester. This will result in all homes achieving an energy efficiency rating of at least band C and importantly will reduce heating costs.

In these challenging times our priority is our current tenants and improving our existing homes, whilst
at the same time recognising the desperate need for new, good quality affordable homes in Gloucester. You may have seen the 3 new homes we completed earlier this year at Badminton Road on land that had previously attracted frequent fly- tipping and work has started to develop 10 new homes on the old pub site, transforming the area next to Matson shops into new affordable housing. We also continue to pursue permission to regenerate the land around the Matson fishing lake into 9 new homes and transform the old lodge into a community venue.

We are already starting work on four of our blocks in Matson to improve their energy efficiency and over
the next few years, we will be investing over £4 million in improving the energy efficiency of existing
homes in Matson, as part of an overall £12 million investment across Gloucester. This will result in all homes achieving an energy efficiency rating of at least band C and importantly it will reduce heating costs.

Unfortunately, the combination of limited access to suitable land and the current economic situation, which has significantly increased our development costs and the interest costs for the finance we would need to borrow to build the new homes, means that we are not able to progress with our wider regeneration plans at this time.

We recognise Matson for the vibrant community that it is and remain committed to continuing to work with residents and community organisations, investing in your homes and community for the longer term. We share your passion for Matson and remain ambitious for future investment in the area to build new homes and improve community spaces.

We are not going anywhere and will continue to explore any future opportunities as they arise,
continuing to work in partnership with community organisations including the Matson, Robinswood and White City Community Partnership and ward councillors.

Have you filled out your Community Health Survey that you received with your November Rent Statement? If not, now is the chance to help us better understand what health assets will be needed in the future in both communities and these can be included in the regeneration plans going forward

We will be holding some focus groups and one to one discussions in the coming weeks to follow up on what your community has to say however you can also complete the form anonymously if you would prefer.

Residents Letter - June 2018

Below is a copy of the letter that was sent to all residents of Matson and Podsmead in June 2018;

Dear Resident

Thank you to everyone who has helped us shape the future of Matson and Podsmead

In March 2017, we secured Government grant funding to allow us to consult with residents on developing illustrative plans for both Matson and Podsmead that would help shape the future development of new homes and community improvements for both neighbourhoods.

We are writing to say a big thank you to all of you who have attended the numerous consultation events and drop in sessions over the last 12 months. You have helped us to develop our plans based on what you would like to see improved and what you think is needed in your communities to make them a better place to live.

It is important to stress that these plans are illustrative only at this stage and because any investment proposals could take up to 20 years to achieve, we expect that over time, your views may change and our plans may well need to be amended to meet changing needs, so please don’t stop telling us what you think.

Funding the Investment required:

What is clear is that these plans will need a huge amount of financial support to get them off the ground and we know that this is not going to be easy to achieve.  Many of you have asked “Where is the money going to come from?” and we want to be straight and up front with you.

We are continuing to make the case to Government about public funding but nothing has yet been agreed and we have been told by the Ministry of Housing and Homes England, that there is currently no grant money earmarked for community estate regeneration. We do know however that funding opportunities can change rapidly based on Government spending reviews and priorities.  We are also exploring opportunities to attract new partners who may be able to bring additional public and private money into the area to help support the required investment needed.

In the meantime, Gloucester City Homes (GCH) will use its existing resources to continue to improve homes and communities as it has always done and will work in partnership with residents and key agencies / stakeholders to help improve the future for both communities

What happens next?

By the end of this year GCH will have completed the initial informal consultation stage and the City Council hopes to publish draft Supplementary Planning Documents for Matson and Podsmead which will explain the high level planning policy for both estates and formally consult residents on its adoption.

GCH will then consider submitting planning applications for any proposed developments of new homes and facilities and any proposed redevelopments of existing homes and facilities to the City Council, for the Council to approve, amend or reject, following further formal consultation with residents directly affected.

Have your say in Matson and Podsmead

The communities of Matson and Podsmead are being invited to participate in a series of community sessions to help shape the future of their neighbourhood.

Gloucester City Council has made the renewal of Matson and Podsmead one of its priorities. Working with Gloucester City Homes (GCH) the first step in the process is to produce a plan for each area. The plan (referred to as a Masterplan) will identify the future layout of the neighbourhood showing both existing and proposed housing, streets, open spaces and public buildings. This Masterplan will guide the development of these neighbourhoods over the next 15- 20 years.Ashley Green, Chief Executive of GCH commented “These sessions will provide the first opportunity for residents, tenants and other members of the local community to discuss, with representatives from GCH and Kevin Murray Associates (KMA are specialists working with communities) the issues facing their neighbourhood and opportunities for improvement. Community feedback will inform the masterplan and help lead the revival of each neighbourhood. It will also be a chance to learn about the planning, design and masterplan.”The events include a guided walkabout of each neighbourhood followed by a picnic for all. There will also be a minibus tour for those who are unable to walk the routes.

This is the first of a series of engagement and consultation events that will continue throughout 2017 and early 2018 so that people can comment on ideas and plans as they evolve.
